S P E E C H #03 Thank you Chair, As we know in the today’s world networks and communication has become a new dimension of our society. Almost everyone in our world is aware of internet and social networking sites on it. Now a day’s any rupture in internet can collapse the world economies and administrations. A large part of our population is rather prone to cyber crimes; yes the lovable internet is also a place to exercise easy piracy, frauds, hacking and other criminal activities.Cyber-threats are without doubt a new security challenge. Like most countries, Finland is increasingly dependent on a secure and functioning cyber-space and therefore increasingly vulnerable to unexpected and rapidly-emerging cyber-attacks. That is why we aim to become a global forerunner in cyber-security. While this will be the first such national strategy of its kind, the overall approach builds on decades of co-operation and co-ordination in crisis preparation and management.The guidelines for the new cyber-strategy were laid down in 2010 in the government’s broader Security Strategy for Society and the European Union’s Convention to counter cyber threats. At the moment, however, responsibility for cyber-security remains scattered between many different organisations and stakeholders, reflecting their specialist areas of expertise. This has slowed the creation of common objectives, with key decision-makers acting in relative isolation. Procedures and responsibilities during a nation-wide cyber-crisis have also yet to be defined with sufficient clarity.One of the main tasks of the current process, therefore, is to assess the need for a new authority to co-ordinate the strategy at a political level, as well as organising responsibilities at the operational level. Many of the risks of cyber-attacks are shared between the governments and the private sectors. And since most of the critical infrastructure is owned by the private sectors, the job of identifyin g and managing cyber-risks must be done in partnership. The forthcoming strategy will respond to all of these challenges by comprehensively analysing cyber-threats and deciding on the best way forward.

Educated, Unemployed and Frustrated

In today's society it is clearly obvious that times are rough. People are struggling and trying to find a secure career seems to be almost impossible. Millions and millions of people graduate college in the hope that finding the job of their dreams will come so easily. Sadly that is not the case and our newly educated individuals are unemployed. Most having to accept minimum wages positions just to keep up with today's fast paced world. After working so hard for years to make something of yourself, not to mention the debt you are left to pay after. It certainly takes a hefty toll on you emotionally and physically over time.Is there anything we can do to fix this crisis and get back on our feet? In the article Klein states â€Å"My generation was taught that all we needed to succeed was an education and hard work. † Which is absolutely true but it’s not our fault that job are not available. There isn’t anything we can do to change the economic slump. We can place blame and point fingers but it will never get us anywhere. I agree that action needs to be taken but how? Things would change if we could stand up for ourselves, like Portugal, protesting to send a message for change. When are we going to follow their footsteps?People need more of a push to actually want to get out and get a job. Taxes need to be lowered so that businesses can grow, which in turn will create more jobs and result in lower unemployment rates. We all know it’s easier said than done. In the state we are in with high taxes which has lead us to company downsizing and we all know where that leaves us. I am also very well aware that taking money away from the government also means taking away from our economy but there has to be some kind of happy medium. No one should be ashamed to take on positions that pay less than expected, we do what we need to do to get by.Maybe we should be patient and just not expect to get placed in an amazing job right out of school. We sh ould never lose hope in our future and look forward to what’s going to happen tomorrow. It can be really hard to get by these days but we need to look at the brighter side of things and be thankful you have your education, a job that at least pays that bills and your health. Do not get discouraged, you would only be holding back yourself. Never give up trying to accomplish your goals and do not let anything stand in your way of success. In the meantime continue to further your education and keep yourself distracted.Today it seems having to struggle from time to time is common. It’s sad to say that I do not see any change in the near future. We have limited choices and not only one person can make a difference. The only way to see if we can send a message to our government is to take a nationwide protest. Like Portugal, we can take a stand to become a better nation. The government needs to pay a lot more attention to the prevention of the increase in unemployment. Effec ts of unemployment may be devastating. Unemployment also leads to the more stress because there are no means for living.This could also lead to a larger crime rate. Being in such a helpless position, desperate people will start lashing out and stooping down to doing anything they need to just for a decent meal for the night. Stealing to make a living, starting riots and large rebellions to change the existing social order. When you have nothing and your think you have no means for living and are doomed to starvation. Then what else would any of us have to lose? Even though the concluding result is the most extreme and the rarest one but it is the end of this growing unemployment and lack of the government to stop it.

Method of Transmission Human infection of bird flu occurs primarily as a result of contact with the secretions or feces of sick poultry or, handling dead birds that had been infected by the virus. Because of this, people at high risk of infection include poultry farmers, other people working with poultry, and those who eat undercooked meat, eggs or/and blood from infected birds. Few cases of human-to-human transmission have also been reported but such transmissions require close and lasting contact with an infected person (Nettleman and Davis, 2011). Symptoms According to Pubmedhealth (2011), symptoms of bird flu infection among human beings depend on the strain of virus contracted. Typical symptoms for H5N1 virus include diarrhea, coughing, runny nose, difficulty in breathing, fever with temperatures of more than 38oC/100.4F, headache, muscle aches, s ore throat, eye infections and vomiting. These symptoms can progress to pneumonia and even result to respiratory failure. The virus causes acute respiratory distress syndrome (ARDS), a dangerous and often fatal form of pneumonia. Enterprise systems Essay Enterprise systems are complex and must be tailored to the organization they are being implemented in. Common challenges in building enterprise systems include specifications and requirements determination, translation of specifications and requirements into business rules that can be followed by the enterprise system and training and compliance issues. The most important aspect of an enterprise system is the business rules on which it is based. In order to determine these business rules, the system developer must take the specifications and requirements provided by the users and management and transform them into machine practices. However, gathering the specifications and requirements can be a challenging process. Enterprise systems are supposed to model the practices of the human resources of the enterprise – for example, if a job offer is made to an applicant and accepted, the HR subsystem will need to perform certain tasks, like employment confirmation, informing the supervisor of the start date, initiating benefits allocation and whatever other tasks have been set out for it. Often organizations attempt to model a previous process completely within the enterprise system, using work instructions, manuals and guidelines to determine the correct procedure for a given task. However, if the organization has a high investment in tacit knowledge (knowledge which is not written down, but is passed from person to person in an â€Å"apprentice† fashion), these documents may be insufficient to reflect the full process flow. In order to avoid losing tacit knowledge during the implementation of explicit business processes, it is important to utilize personal interviews and observation as well as examination of formal documents when determining specifications and requirements. After specifications and requirements have been determined, a secondary challenge is translating the specifications and requirements into business rules for processing by the enterprise system. These translations are not always completely obvious, and inaccurate or imprecise specifications can often cause the system to behave in unexpected ways. For example, if a business rule that monitors industry statistics in order to predict market conditions misses a determining factor, it may predict inaccurately. These results may not be obvious until it is too late, particularly if there is no human oversight of the system. In order to prevent inaccurate or incomplete translation of specifications and requirements to business rules, human oversight of the operation of the system should be provided. One final difficulty in developing and implementing enterprise systems is not with the system itself, but with its users. Enterprise systems are a paradigm shift in operations management for most organizations, and considerable resistance can be demonstrated by some employees, who may feel the system is too complex, inaccurate or simply unusable. The developer of an enterprise system must manage the change for the users as well as implement the system. Expectations management and training should be used to manage this change. The sales of petroleum products (including exports) have increased to 6.26 million tonnes registering a growth of above 4% over the second quarter of the previous year. The growth in domestic sales during April September, 2009 was 6.4%, the highest growth among oil marketing PSUs. The refineries at Mumbai and Visakh processed 8.12 million tonnes of crude during April September, 2009 as against 7.55 million tonnes during April September, 2008. The combined GRM recorded for April September, 2009 was US $ 3.79 /bbl. On the financial front, the loss for the period July-September, 2009 was Rs.137 crores as against a loss of Rs 3,219 crores for July-September, 2008. However for the period April September, 2009, HPCL reported a profit after tax of Rs 512 crores as against a loss of Rs 4,107 crores during April September, 2008. The interest cost for July-September, 2009 was lower at Rs 249 crores, as compared to Rs 527 crores during the same period of previous year. The decrease in interest cost was due to lower levels of borrowings as also lower rates of interest. The net under recovery on sale of sensitive petroleum products during the second quarter also came down to Rs 1,453 crores from Rs 1,818 crores during corresponding previous period. During the quarter, the foreign exchange gain was Rs 92 crores as against loss of Rs 245 crores in the corresponding quarter of last year. The facilities for Euro III petrol production at Mumbai Refinery and at Visakh Refinery have been commissioned during this quarter. The new JV Refinery at Bathinda, viz. HPCL Mittal Energy Ltd. The Stanley Cup and Online Communities What I Know, Assume, or Imagine I will start off by giving a bit of background as to why I chose this particular topic. I consider myself an amateur in online communities, and in particular chat rooms. I have always considered chat rooms places people with no friends can go. I have plenty of friends, so I never really saw the need to chat. The few times I have gone into chat rooms, they are usually sport related. The problem I have found is that the conversation is usually on everything except sports. I still feel this way. The first part of my hypothesis is that chat rooms don't always stick to the subject. I am a huge hockey fan, and consider myself somewhat of an expert in certain areas. This is why I chose the Stanley Cup as my topic for my I-search. I think that combining something I feel I have good knowledge of with the Internet will help me weed out the facts from fiction. Here are some things I know about hockey. The Stanley Cup is the oldest trophy in North American Sports. It gets passed from team to team, unlike some other trophies. In the NHL, the players play for the Cup, not for the championship ring, or the championship itself. The winning team gets it's names on the Cup for all time and each player gets to spend a couple of days with the Cup over the summer. The hall of fame provides a "Cup Keeper" whose job is to stay with the cup at all times. Most hockey players in the US and Canada have dreamt of hoisting the Cup since they first put on skates. Unfortunately, finding help for children and families has become more  difficult than finding help for most adults problems. For instance, health insurance has many restrictions that limit who you can see and what services they can provide. Most of the problems that families and children face are not covered and only certain diagnoses will be treated. Public programs across the country lack adequate funding. The schools have programs, but they desperately need more staff and money to meet the demands that currently exist. There are many private counselors who work with children, but there are only a few who work with families and children who have serious behavioral and emotional problems. Parents and families give up when they don’t know what to do, when they are discouraged and when they lack adequate information. In order to deal with a problem it will help a great deal if parents can describe the problem in terms that may lead to a solution. Here are the problems that I see parents and their children facing. Many of these will surface in small children or they may not appear until children become teenagers. It takes time for problems to become critical, life threatening or intolerable. At some point, one can trace the cause to one or more factors. A pattern of problems will usually occur over time before a problem becomes a crisis. Many public programs have waiting lists and may exclude children if the problem is not severe enough. Exclusion from public programs does not mean the problem is minor. Many programs are full and can only take children with more severe problems. There can be many sources and causes for a particular problem – especially family problems that involve children. A traumatic experience can result in many different problems. The behaviors associated with attention deficits and hyperactivity can be caused and maintained by many things. As a result, there are many potential outcomes and approaches, and these can vary with each family, their beliefs, values, attitudes, culture, ethnicity and their resources. Parents need more than a diagnosis. It helps to understand a problem in a manner that can tell us how a potential solution may work. It’s not enough to say that a child is depressed and they need to talk to a counselor. A child who is living in an abusive home may be depressed and emotionally withdrawn, but they don’t necessarily need therapy to express their emotions. The family may be the more important focus and the most important part of the solution. Counseling and Therapy. Counseling and therapy is a mixed bag as far as solutions go. There are more than 200 types of counselors and therapists. Trying to find the right one can be overwhelming or end up a waste of time. There is also a great deal of similarity between some counselors and some therapists. Counseling is not therapy. Counseling usually results in a realization, a plan or a decision. A therapist provides an environment of activities that bring about change – almost like exercise. There are no simple words of advice or a formula that will absolutely insure that your family or child will find the right person. Trial and error may be required. But there are four guidelines that have been shown to increase the likelihood of success. Become invested. Educate yourself, gather information and become actively invested in understanding the problem and selecting a counselor or therapist. – Learn how it works. Don’t select a particular counselor or therapist unless you believe they can clearly describe the problem, how their approach to therapy or counseling works, and how that approach will resolve the problem. – The relationship heals. The relationship you and your child have with a counselor or therapist as well as their approach are equally important. Work with people you and your child trust, like and believe is competent. – Get references. Ask for the names of other parents or professionals who can recommend a potential counselor or therapist. There is no better reference than a credible recommendation and past success with similar problems. Medications. The use of medication can present a real solution and a real problem for most parents. Medications can have a powerful effect on the mood and behavior of children. For parents who have tried â€Å"everything else†, medications can make the difference between a life lost and a chance to become a reasonably successful adult. There are certain realities when one decides to use medication. For one thing, psychiatric medications for behavioral and mental health problems will treat the symptoms and not the cause. Medications do not cure psychological, emotional and behavioral problems. Psychiatric medications that are used to treat depression, anxiety, mood swings, attention deficits, hyperactivity and disorganized thinking always affect another part of a child’s body and brain. These â€Å"side-effects† are not clearly understood and the long term impact on growing children is still uncertain. Law suites are surfacing and legislators are proposing legislation to address recognized dangers in the wrongful medication on children. While one should be cautious about the use of medications to treat behavioral problems, there is certainly a place for these drugs. In severe cases, and cases where parents cannot afford therapy and special schools, medications can bring hope to an otherwise hopeless situation. In some cases, children may require medication to simply participate in school, family activities and counseling or therapy. More importantly, a child’s personality and attitude in life will be damaged if that child is left in a depressed, anxious or otherwise dysfunctional state for an extended period of time. Medication can be a â€Å"life boat† and deterrent against psychological and social trauma that come from serious but temporary problems that would otherwise destroy a child’s attitude toward life. But before you start any medication, ask your pharmacist for information on the side effects. The Power of Parenting and Family. Parents and family members can have the most powerful impact of a child’s behavior, attitude and approach to life. Put simply, children are persuaded and impressed by the people they spend the most time with and the people who matter most. That should be the child’s parents and family. Why? Because a therapist can only provide an exceptional environment, relationship and activities for an hour or so a week. Individual counseling and therapy may not be enough for most children – especially if that child is facing social pressure, temptations, painful experiences and inappropriate role models during the remainder of the week. In most cases, individual therapy or counseling without parental or family involvement is not enough. In some cases, therapy and counseling can result in a child developing unrealistic expectation of their parents and family. It is easier to be a therapist than it is to be a parent. This is why family education and involvement in counseling and therapy may be essential. Therapy and counseling should never replace the essential role of parents or a family. It should support those roles. But if parents are unwilling or unable to become involved with their child or in therapy, then therapy can provide the support that some children desperately need. Peers and Social Pressure. At a very early age, many children are profoundly influenced by their peers. It has been repeatedly observed in social science that children learn behaviors and will adopt the attitude of children they are emotionally bonded with. As children begin to bond with other children, they seek approval, advice and even direction for their life. The struggle for independence and separation from parents is a natural process. However, problems will invariably surface, attitudes may become hostile, and values can become lost when parents become less involved with their children. Social pressure is a powerful tendency for children to imitate and adopt the behavior and emotional sensitivity of others. Children begin to think the way they talk with their friends. Children tend to become what they think about.

Analyzing Romanticism in Pushkin's "The Shot" A theme that is immediately apparent in Pushkin’s The Shot is â€Å"the noble man with a romanticized view of life†. This theme was common during the Romantic Era, the period in which Pushkin wrote, but is important for more than historical reasons; in many ways, such romanticization guides the entire experience of reading Pushkins storyline. As it often did, this theme takes place in an emotionally charged, descriptive narrative. Yet the true importance of Pushkins romanticism, here, is the manner in which romantic ideals guide the life of the Silvio, the character central to The Shot. From the onset of the story, Pushkin makes his protagonotist an outsider. While he lives in a military outpost surrounded by Russian men, his name is â€Å"Silvio†, which is clearly not of Russian origin. He is older than the rest of the men and has mysterious qualities to him. His personality traits are paradoxical; he is inviting and keeps the door to his home open for all, yet mentally he is aloof from the rest. This aloofness makes the other men simultaneously respect and fear him. Pushkin wrote that â€Å"nobody knew what his circumstances were, or what his income was, and nobody dared to inquire about them† (23). While Silvio keeps his life separate from everybody else’s, the other men all scramble to understand what makes him seem so powerful. Pushkin makes the reader curious about this aloof character when he writes that Silvio’s walls â€Å"were riddled with bullet holes, and were like a honeycomb in appearance† (23). The idea of a noble ou tsider is already romantic and embodies the greater romantic theme of the isolated, heroic man. The reader knows from the start that there is something heroic about Silvio. Even his name sounds subjectively heroic. Pushkin writes that â€Å"nobody knew the reasons that had prompted him to resign his commission and settle down in a wretched little town† (22), making it clear that Silvio’s life was once much more important. Silvio also rejects material wealth; his â€Å"rich collection of pistols was the only luxury in the wretched mud-walled cottage in which he lived† (23). Even before the Romantic Period, going back to religious philosophy in Buddhism and Christianity, people who rejected their material wealth were historically viewed as heroic. Heroism stemming from individuality was an important theme in literature during The Romantic Era because it paralleled the surrounding environment that Romantic Era authors lived in. Many authors writing during the Romantic Era, such as Pushkin, experienced oppression from their government and expressed their free will through writing. Writers would often brighten their otherwise bleak reality by writing imaginative stories where an outsider, just like them, stood up against a formal, oppressive lifestyle to live passionately. The setting of this novel parallels Pushkin’s own struggle to do that; a group of men are entrapped in a monotonous military outpost where â€Å"there was nothing to look at but each other’s uniforms† (22) and they create a more arousing life for themselves by regarding Silvio as â€Å"the hero of some strange tale† (24). Silvio is a hero to them because he practices individuality in an otherwise conformist setting. Pushkin continues to slowly reveal more details about Silvio’s life to the reader. The reader finds out that Silvio had once entered a duel that ended in an unusual way. Pushkin romanticizes this duel in its entirety. At the beginning of the duel, Silvio offers the first shot to his opponent, who would not agree to take it (27). A duel in which one’s life is at stake is not the time to try to be heroic, or, I guess in the case of a Russian Romanticist novel, it’s the perfect time. Next, Pushkin focuses on psychology and introspection, giving the reader a glance into the thoughts of a man that is about to shoot another man. When telling his story to the narrator, Silvio says: â€Å"He stood in range of my pistol, selecting ripe cherries from his cap and spitting out the stones so that they almost fell at my feet. His indifference infuriated me. ‘What’s the use’, I thought, ‘of depriving him of his life when he sets no value upon itâ€⠄¢Ã¢â‚¬  (27)? While duels are considered barbaric in the present day, Pushkin presents the duel as a showcase of pride and sentiment that is valued above a victory. The reader ultimately finds out that Silvio was waiting to finish the duel when his opponent began to value his life. Silvio waited five years for his opponent to become a happily married man, and every day during those five years he practiced his shooting skills. When Silvio continues the duel, he ends it by forcing his opponent to shoot at him, and then tells his opponent, â€Å"I am satisfied. I have seen your alarm, your confusion; I forced you to shoot at me, and that is enough. You will remember me. I commit you to your conscience† (32). Silvio waited to not even take this man’s life, but to make this man remember him indefinitely. Silvio then took a shot, marking a bullet hole above the one his opponent made, showing that his opponent’s life may well have been his. Knowing that Silvio had trained five years to become a perfect shot just to nobly let his opponent keep his life makes the ending emotionally charged and romanticizes the ideals of honor and pri de.
